Trying to turn himself in after 3 years on the run

He's eluded authorities for three years and now he's trying to turn himself in.

According to District Attorney Matt Chandler, murder suspect Noe Torres is trying to negotiate his surrender.

It was back in 2005 when police say Torres shot and killed ten year-old Carlos Perez while he was sleeping in his home. Torres has been on the run ever since.

This is now the second time Torres has contacted authorities.

Chandler says that investigators spent more than three hours on the phone with Torres this past Tuesday while he was attempting to negotiate a self surrender, which authorities say they are more than happy to do.
