Today Republican leaders are telling voters how they would govern if they win back Congress in November, offering a "pledge" to American voters.

With less than 6 weeks to go before election day, House Republicans want voters to know exactly what they will do if they take back control of Congress.

U.S. Senator John Cornyn, (R) Texas, released a joint statement in support of "A Pledge to America."

"Americans are speaking out and we are listening. The proposals put forward today by House Republicans reflect what Americans are saying. They want us to focus on jobs first, fight wasteful Washington spending, repeal and replace the health spending bill and shrink an exploding deficit. Americans want a smaller, less costly and more accountable government."

The pledge is a 21-page outline of policy proposals and has five parts, covering jobs, government spending, health care, government reform and national security.

Some of those proposals include:
Permanently extending all of the Bush tax cuts, which includes those on the wealthiest Americans.
Repealing the Obama Health Care Bill and replacing it with Republican proposals including limits on malpractice lawsuits.
And blocking the President's plan to transfer Guantanamo Bay detainees to the United States.

Democrats dismissed the GOP plan as recycled ideas that would further increase the nation's problems.

A spokesman for House Speaker Nancy Pelosi has responded to the pledge. He says -- quote -- "Republicans want to return to the same failed economic policies that hurt millions of Americans and threatened our economy."

Cornyn's joint statement of support says, "While the White House will retain the veto pen, House and Senate Republicans will focus on making America more competitive, reducing the size and cost of government, keeping our nation strong and secure, and reining in the massive health care costs and mandates imposed by the Democrats' health spending bill."

Polls show large majorities are fed up with Congress and both parties and show Republicans have a chance to earn the public's trust on key issues.

The latest Associated Press-GfK poll found nearly three-quarters disapprove of the way Congress is handling its job, with 68 percent disapproving of Republicans compared with 60 percent disapproving of Democrats.

Republicans need to pick up 39 seats to take back control of the House. If they do that and use their agenda as a governing map, it could mean two years of partisan gridlock in Washington.
