TxDMV making changes to transfer ownership

Beginning September 3, 2012 Texas Department of Motor Vehicles will require identification to transfer ownership of a motor vehicle. This change was passed in HB2017 and HB 2357 during the last Texas legislative session. Registration renewals will not require Identification. TxDMV is implementing the ID requirement in 2 phases. The first phase will begin September 3, 2012 and extend through August 31, 2013.

During the first phase the IDs that will be acceptable are a current government issued ID that includes the following:

Photograph

Unique identification number

Birthdate

Expiration date

A Mexico Matricula Consular card is an acceptable form of ID during the first phase.

The second phase IDs accepted will be:

Driver license or state identification certificate issued by a state or territory of the U.S.

U.S. or foreign passport

U.S. military ID

North Atlantic Treaty Organization ID or identification issued under a Status of Forces

Agreement

U.S. Department of Homeland Security ID

U.S. Department of State ID

U.S. Citizenship and Immigration Services document

If the vehicle is being titled in a business name, a church's name or government agency the ID of the person who signed the transaction must be presented along with one of the following: a business card or a statement on company letterhead giving the person authority to title the vehicle.
