HOUSTON (AP) - A state monitor will be assigned to a Houston-area residential treatment center after staffers in 2008 allegedly provoked some developmentally disabled girls into fighting.

The Houston Chronicle and The Texas Tribune, an online news site, reported Tuesday that Texas officials have banned the placement of additional foster care children at Daystar Residential Inc. in Manvel.

Patrick Crimmins with the Texas Department of Family and Protective Services says the "troubled facility" needs immediate improvement.

A call for comment Tuesday to Daystar was not immediately returned.

A review by the news publications found about 250 alleged serious abuse incidents at residential treatment centers in the past two years, in reports originally publicized June 6.
