SANTA FE, NEW MEXICO (AP) -- SANTA FE, N.M. (AP) - Border security, economic development and energy are the focus of U.S. and Mexican border governors who have gathered in Santa Fe.

Gov. Bill Richardson and California Lt. Gov. Abel Maldonado are co-hosting the event. It begins Sunday night with a reception and a private dinner.

The formal meeting starts Monday morning. Most of it is closed to the press except for a final session in the afternoon.

The governors of Arizona and Texas are not attending. Budget talks with California lawmakers prevented Gov. Arnold Schwarzenegger from attending.

Richardson arranged for the event to be held in New Mexico after Arizona Gov. Jan Brewer, a Republican, called off a meeting in Phoenix because of a planned boycott by Mexican governors who objected to Arizona's new immigration law.
