SANTA FE, N.M. (AP) - Gov. Susana Martinez's administration is switching to a "paperless" procurement system to allow vendors to electronically submit bids for government contracts. The state says it has contracted with North Carolina-based SciQuest Inc. for an electronic procurement system estimated to save about $2 million over the next three years.

RUIDOSO, N.M. (AP) - A fast-moving wildfire in southern New Mexico now is 30 percent contained after air and ground crews took advantage of a break in the weather. The blaze has charred tens of thousands of acres in just three days and forced hundreds of residents to leave their homes. But winds subsided yesterday and fire crews were able to build fire lines on the east side of the blaze.

WINDOW ROCK, Ariz. (AP) - Navajo Nation President Ben Shelly says he supports a controversial water rights settlement. Under the settlement, the Navajo and Hopi tribes would waive further claims to water from the Little Colorado River system in exchange for groundwater delivery projects paid for by the federal government.

ALBUQUERQUE, N.M. (AP) - New Mexico has promoted Drew Adams to men's assistant basketball coach and Craig Snow to director of operations. Adams previously was director of operations and Snow was a video administrator.
