Arson investigators said Ricardo Dale Travis, 33, intentionally set two separate fires, almost six hours apart on Sept. 11 at a residence on the 1300 block of Herman Street.
According to the charges on the criminal complaint, Travis used combustible materials and a gas can filled with flammable liquid, found at the first scene of the fires.
The victim who lived at the residence on Herman Street had a disagreement with Travis earlier, records show.
Witness's told investigators, in the criminal complaint, they saw Travis come from the area where the first fire was set before it was discovered.
Court records show that fire fighters were called back six hours later to the same location to extinguish a second fire.
For the second fire, court records show that a neighbor smelled smoke and went outside and discovered the fire.
That same witness told authorities that Travis' vehicle leave the scene. The neighbor tried to extinguish the fire with a garden hose, according to the court records.
Bond was set at $10,000, according to court records.
