AMARILLO, Texas (AP) - State troopers are unable to respond to calls for assistance and National Guard units are mobilizing as a winter storm blankets the central Plains with a foot of snow in some places.

Roads are closed Monday throughout West Texas and the Panhandle.

The National Weather Service issued a blizzard warning for much of the region. It forecasts as much as 12 to 18 inches of snow in Amarillo, with the rest of the area between 6 to 14 inches.

Wind gusts up to 65 mph are creating whiteout conditions.

The Texas Department of Transportation has closed Interstate 40 westbound from New Mexico to Oklahoma, and Interstate 27 between Amarillo and Lubbock. It says all roads in the Panhandle are considered impassable.

Texas Tech and many local schools have canceled classes.
