AUSTIN, Texas (AP) - Texas Gov. Rick Perry and Lt. Gov. David Dewhurst are to address the influential Texas Association of Business as the Republicans continue pressing for spending some of the state's reserves on water and transportation projects.

Perry and Dewhurst are to speak Wednesday afternoon to the association's annual conference in Austin. Both have called for using part of the state's Rainy Day Fund for water and transportation. In his state of the state address Tuesday, Perry said Texas should spend $3.7 billion for those efforts.

Perry also has called for about $1.8 billion in tax cuts, saying Texas' robust economy should allow that. He also wants to amend the Texas Constitution so the state may refund tax money collected but unspent. About 64 percent of state revenues come from sales tax.
